David served 31 years with the British Police Service rising to the rank of Dept. Ass. Commissioner. He specialised in combatting organised crime, anti-corruption and intelligence operations. David was the founding Exec. Director for the Police Ombudsman Office in N.Ireland. He was the CEO of the Office of Criminal Justice Reform in the UK Government. David was a Board member and deputy CEO at the UK Border Agency. In 2013 he became the Director General of the Dept. for Immigration Enforcement. David has lectured internationally on combatting corruption and organised crime.
